UCAR is also home to theNational Center for Atmospheric Research (NCAR), one of the world'spremier scientific institutions, with an internationally recognized staffand research programs dedicated to advancing knowledge, providingcommunity-based resources, and building human capacity in the atmosphericand rFinance and Administration (F&A) is a service organization responsiblefor the planning, management, and accountability of the business,financial, and physical resources of UCAR, with a collective emphasis onexcellence in customer service.What You Will DoReporting to the manager of Subcontracts and Procurement within the F&Adepartment, the Contract Administrator III is responsible for thepreparation, review, negotiation and administration of complex,multi-phased prime contracts, grants and cooperative agreements, and othercontractual instruments. The Contract Administrator serves as a Team Lead andmentor to other Contract Administrators and provides training on processes,procedures, compliance issues, and other related topics.Responsibilities of this position include:Administers all aspects of request for proposal solicitation and subcontractpreparation, evaluation, negotiation, award, and monitoring.Analyzes and negotiates terms and conditions of complex subcontracts,leases, and other types of procurement documents.Ensures compliance with procurement policies, procedures, and applicablelaws. Interprets all UCAR agreements, the Federal Acquisition Regulations(FAR), OMB Uniform Guidance, and other applicable regulations and laws.Reviews contracts and agreements for export, liability and risk,intellectual property, legal sufficiency, and compliance with applicablelaws, regulations, and UCAR policies.Performs in-depth price/cost analysis using a number of variables andmethods to determine the reasonableness of proposed pricing.Coordinates all aspects of the procurement effort for major procurementprojects.Serves as a liaison with outside agencies, other funding sources, as wellas with internal management, corporate attorneys, and other UCAR personnel.Works closely with contract, financial, budget, and lab/programpersonnel to resolve issues related to contract provisions.What You Need (Minimum requirements)Experience reviewing, preparing and/or monitoring of procurementcontracts, auditing financial/grant/service contracts, auditing andreviewing proposed contracts/grants, subcontracts, cooperativeagreements, and/ or monitoring and evaluating compliance.Expertise of the Federal Acquisition Regulations, Code of FederalRegulations, 2 CFR 200 and Office of Management and Budget Circulars,industry contract practices, and other regulatory requirements.Advanced knowledge of export, patent, copyright, and technology transferregulations.Expertise in identifying liability, risk, export, intellectual propertyissues, and proposing solutions.Working knowledge of basic not-of-profit accounting, budgeting and proposalprocess, including the application of indirect rates and fees.Ability to interact successfully with all levels of management, scientificand administrative staff both within and external to UCAR.Advanced skill in coaching, training, and mentoring personnel.Education RequirementBachelor's degree in Business or Public Administration and at least eightyears of government or commercial contracts experience or an equivalentcombination of education and experience.Desired SkillsKno
