Working closely with other team members, this individual will develop and maintain applications largely in a Commercial off the Shelf (COTS) and Software as a Service (SaaS) environment. The individual will also develop modifications, enhancements, and integration strategies with other applications in alignment with the IT department's goals and strategy to provide high quality services and products to the City of Lakewood.
Major Tasks, Duties, and Responsibilities
Works on complex, less clearly-defined projects under supervision.
Applies a full understanding of established systems software development principles and best practices to analyze complex issues and update or modify working methods in own role/work area without the benefit of defined procedures.
Creates high quality documentation in support of software releases for other technical team members as well as external customers.
Has experience with cloud computing and engineering of enterprise-level infrastructure and platforms related to cloud computing.
Has experience in system development and has developed an expertise in software, data structures, and communications technology across multiple platforms.
Has experience working with Commercial off the Shelf (COTS) system implementation.
Completes research in web development and other technologies and may also require the development of new approaches to be used by other professions.
Develops projects in conjunction with the Business Transformation Division, and works with consultants or vendors to integrate new products with existing applications to improve the functionality or design.
Act as a resource for others taking projects from inception to completion.
Maintains awareness of projects in all stages of development.
Represent the department in meetings related to the City's application development needs.
Presents status reports and professional presentations to the department staff. Generates realistic work estimates to facilitate reasonable project timelines while still delivering an accurate solution to the client.
Must be able to interact with others in a collaborative and constructive manner.
Requires regular and prompt attendance.
Must be able to pass a background (including fingerprint) and reference checks.
Performs other duties as assigned.

Associates, Bachelors, or Master's Degree in one of the following disciplines: Computer Science, Information Systems, related field or mix of education and experience.
Minimum of 3 years overall systems experience
Minimum of 3 years of Microsoft .Net-based development (smart client and ASP.Net)
Full system development life cycle (SDLC) experience using some or all of the following technologies:
Prefer a valid driver's license and good motor vehicle record.
KSA's and Physical/Mental Reqs
Experience in multi-tasking and able to communicate the progress of all projects along with the project team members and management.
Demonstrate a high level of initiative, decisiveness and business acumen
Identify opportunities for improvement to the development and implementation processes.
Ability to resolve conflict professionally, identify risks, and demonstrate problem-solving skills.
Strong organizational, interpersonal, and oral/written communication skills.
Ability to prioritize variety of tasks in a relatively unstructured environment.
Possess knowledge of project management practices that lead to successful project completions.
Understanding of report writing tools such as SQL Server Reporting Services
Strong understanding of information systems environments (hardware, software & platforms)
Well-founded knowledge with the following technologies and concepts:
Work is performed in an office environment and involves sitting for extended periods of time at the workstation, standing and walking to other locations within City Hall. Travel may be required to perform work at outlying City facilities and for employee development training as appropriate.
Employee uses vision to read documents, enter data into computer and test new applications. Must be able to distinguish colors.
Work is mainly of a project nature and shall be performed according to established policies and procedures of the Information Technology Department.
Work involves multiple demands and deadlines, shifting priorities, and numerous interruptions.
Work may involve working outside of normal office hours including participating in a department on-call rotation.
