Summary

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Reorganization Act of 1934 (Title 25, USC, Section 472). This position is located with Bureau of Indian Affairs, District 4-Ute Mountain Ute Agency in Towaoc, Colorado. The incumbent will perform a variety of administrative and supervisory functions and will assist the Assistant Special Agent in Charge with the overall planning, coordinating, implementing and directing of a law enforcement program in Indian Country.

Responsibilities
  • Performs first level supervisory personnel management responsibilities that include overseeing appraising employee performance, hearing and resolving complaints, scheduling and granting leave, and advocating appropriate recognition.
  • Coordinates the development of monthly performance reports and the collection of data in support of GPRA/PART reviews.
  • Develops the law enforcement program budget, monitors expenditures and reviews budget documents to ensure proper integration. Prepares justification for purchases, develops long range budget plans and determines future requirements.
  • Advises and makes recommendations to the Special Agent in Charge on the operation and management of the Indian law enforcement program in order to increase the efficiency and the quality of work.
  • Creates and maintains effective relationships with Federal, State and local law enforcement agencies, intelligence agencies, and their related entities, in order to successfully collaborate on cross-jurisdictional and cooperative situations.
  • Directs and manages the investigation of complex and varied felony and misdemeanor criminal cases, involving both geographically isolated and densely populated areas.
  • Ensures investigations are properly conducted and documented with prescribed guidelines regarding time frames, deadlines, and formats.

Qualifications

GS-13:

To qualify for the GS-13 grade level, you must have one year specialized experience at or equivalent to the GS-12 grade level participating in the strategic planning of resource allocation and managing law enforcement operations. Experience at this level may include developing and implementing projects and programs that maximize police and investigative services; revising law enforcement policies and guidelines for programs; and assisting in the preparation of a budget for a law enforcement office.

MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

SECONDARY LAW ENFORCEMENT RETIREMENT COVERAGE: This position has been approved for Secondary Law Enforcement coverage.

LAW ENFORCEMENT AVAILABILITY PAY (LEAP): LEAP in the amount of 25% has been approved for this position.
